To Revillia's point, the way WhatsApp works in Europe and UK isn't changing, but they have sent the new terms to everyone regardless. it's a bit of a storm about nothing for European and UK users.
But....and there always is a but.....we now live in a World of Data (unless you are in a mobile signal/wifi deadzone: don't ask me how I know). Having had both I prefer the former and am prepared to accept the consequences, up to a point. Where that point is I am not quite sure but IMHO it appears that some governments are starting to think about how to reign in the currently limitless and unregulated power of the big tech firms. How and when that happens is to be determined and there are precedents - AT&T for example - so it really is only a matter of time and some political will across the pond. I'm probably wrong.
The current quid pro quo with the (mainly) free data providers doesn't seem to cause me much (visible) trouble and until it does I will continue to use them. In the end it's down to personal choice.
I have talked to two of my chaps in my patch today and both of them said they didn't want to use Signal and were happy with WhatsApp mainly because as you say they are already Facebook and Instagram users - are we going to scrap our Facebook page as well on this basis?
If i go, my contacts will not follow

The browser client is better from Whatsapp compared to having a full application to download for Signal. There is almost no downside to having both clients installed on your phone.

If there is someone harvesting data from whatsapp it will be via a bug in the code not deliberate.
