The advantage the Tour (and the Giro & Vuelta) have is that there are not really many pinch points (no gates, no statia, just ordinary public lavatories and everything is in the open air). On the other hand, crowds gather in village centres, on climbs (the bigger the mountain the bigger the crowd), at intermediate sprints and you can not possibly control this. The organisers have created cordons sanitaire around start and finish locations to limit the crowding there.
Like a lot of life, as an individual, you pay your money and take your choice.
